I am wondering if (and how) a non military, non government, non-LEO organization can buy brand new, class 3 weapons?

If so, how do they get away with it?

They don't store them on US soil?

I believe there was a recent law passed that allows private security hired by .gov to purchase new class III weapons.

Someone will creck me if I'm wrong.

No.

But lowers are cheap enough where you could discard the ones you 'damaged' by drilling extra holes into while overseas.

Wouldn't that make it unfair to startup businesses to compete, if that is the case?

So long as they are not on U.S. soil yes.

Why do so many people associate Title 2 weapons (what so many also call "Class 3") with only F/As?

There's a whole lot else in the category... SBRs, SBSs, Suppressors, DDs, AOWs...

I saw it posted once that whenever they are hired to go to a certain region(Iraq say) they have a broker that is there in that region order, purchase, and ship the weapons to them there.

I think it had something to do with "contract security" companies, because when I read about it the example used was the security teams at US nuclear power stations.  If that's the case I'm sure it would apply to a company like Blackwater.
