Can an individual legally ship an AR lower directly to an FFL, instead of shipping from an FFL to an FFL?

Yes. Unless you have a state law that says otherwise.

Yes, but some FFLs are picky and won't accept it. There is no federal law about it though.

An individual can ship pretty much any gun to an FFL, assuming no state law problems. Some FFL's won't take guns from individuals though-

You'll be fine. It all depends on state law and how picky the receiving FFL is.

YES, if you can get a copy of the receiving FFL's FFL.

Some FFLs don't like to send a copy of their FFL to a non-FFL.

If they don't want to send their FFL to you, then you can get them to give you the last few digits of the license number and you can go look them up on the ATF's website to ensure they're a legit dealer.

First 3 and last 5. Many FFLs won't send out their FFL to a non-FFL.
