Or does it have to be for a charity?

My wife wants me to sell raffle tickets for our house and property when we get ready to move. At $10 a ticket that wouldn't be a bad bargain for a house and 3 acres even if it is in Turdville.

It is gambling, same as a lottery. Even where it would be legal, you would probably have to get more licenses than it was worth.

It would probably be legal in most places if it was a contest of skill, such as an essay contest that some guy had to sell a million-dollar beach house in California a while back. He said there was an entrance fee and the best essay would win. He eventually ran into trouble when he didn't deliver the house to the winner.
