Under federal law I believe they are called "non-firearms", so why can't a fellon own one? Or can they?

Check applicable state law carefully, and consult an attorney.

I know of at least one state that prohibits felons from possessing black powder firearms as a matter of state law

ATF considers a Black Powder gun not to be a firearm. This means that tecnically, a 12 year old can walk into the store, pick out a BP, rifle or pistol, pull out their piggy bank and count out there dimes and walk out with it. The only exception to my knowledge is the Thompson Encore rifle because the barrels may be exchanged for a rifle barrel.
