It looks like he's got a blossom as part of his rank insignia which fits with Japan.

ETA: It looks like he's a "Private Second Class".

ETAA: Well, the rank insignia looks Japanese, but the camo doesn't look right.  I'm still going with Japan.

The rifle is actually what I was looking up for further confirmation on my guess.  It does indeed look like a Japanese soldier using what I assume is now an out-of-date camouflage pattern.

I think you are right. This is the Taiwanese T91 service rifle. It looks the same as the rifle in the pic including the accessory rail beneath the front sight base.

OK, good to know.  The rank insignia looked a little "off" from the Japanese one, but it was close enough that it seemed most likely.  I didn't even think to look at Taiwan.

That is a Taiwanese Army uniform and looks to be a female. I know that patch is for sure Taiwanese, and in color is yellow with red edging and stripes.

The strap is used for gunners that are in a standing position on HUMVEE or similiar position.
