    SACRAMENTO,
Calif.     (AP) –– California state Controller John Chiang is halting
pay for state lawmakers, saying their budget plan was not balanced.





 


Chiang, whose office issues
paychecks, found the package did not meet the constitutional
requirements for a balanced budget. He says, "The numbers simply did not
add up."








Under Proposition 25, lawmakers don't get paid their salary or living expenses if they miss the deadline.

Chiang's decision is widely expected to spur a lawsuit, and lawmakers
had begun questioning his authority over their pay even before he made
his decision.



Senate President Darrell Steinberg (D-Sacramento) said Monday that
docking lawmakers' pay would be a "dangerous" precedent. Steinberg, a
lawyer, said it would throw out of whack the balance of power between
the branches of government.

The funny thing is that the law of not paying politicians if they don't pass a balanced budget was packaged with a lower threshold for passing a budget, from 2/3 to simple majority, so the Dems won't need Republican votes to pass a budget.  Dems figured they'll never have to worry about the not getting paid part.
Ironic comeuppance is ironic.
