I have a computer with a Pentium 4 3.0 GHz single core processor.

The MB will accept a Pentium D 945 3.4 GHz dual core processor.

Would I notice a non-trivial improvement with that swap?

ETA: Running WinXP SP3 & 4GB ram (well 3.5 recognized)

The Pentium D 945 will outperform a 3.0ghz Pentium 4, you should see a noticeable performance boost in CPU intensive tasks.

Cool. any recommendations for an inexpensive (~$50) quality video card? Also looking for a 20"-22" Monitor for < $100.

This is a pretty good deal for $60 after rebate: http://www.newegg.com/Product/Product.aspx?Item=N82E16814121441. It should be able to run most modern games at a playable frame rate.

Hmm. Looks like what I'm looking for but I don't fuck with that rebate shit anymore.

I won't be playing games with this, I'm a software developer and I'm hoping to make this a decent backup development machine (Visual Studio 2010).

How 'bout this...

That should work fine for your intended purpose.
