I've read of lots and lots of restrictions on transfering handguns to people under 18, and I know you can't purchase one from a dealer until you're 21.  But what does the law (state and/or federal) say in regards to a private transfer to  an 18-21 year old?  I assume the receiving party would have to have a BFSC (or HSC next year).  Can a parent transfer a handgun to an 18-21 year old?  Can a non-relative do so through an FFL?
