Is a FFL holder still required for a legal purchase?

For example, let's say i bid on a receiver on an auction site.  The seller is a private individual, not a dealer.  Can he mail the receiver directly to me or does he have to mail to a FFL holder?

I was wondering if online auctions are treated differently.  I've bought other firearms from the want ads before directly.

If you are in different states, the receiver must be sent to a dealer for transfer to you.  If you are in the same state, it can be sent to you directly.  This is the Federal regulation.  Be sure and check state laws.
