Can I buy a rifle from an idividual in a neighboring state in a face to face transaction or does it need to run through a FFL?

Private (face to face) transfers of firearms are only permitted (if allowed bt state law) by residents of the same state.  Except for a few exceptions which don't apply here all interstate firearm transfers must be done through an FFL.
