An 18 year old can't buy a pistol, but is it legal for an 18 year old to build one?? It's legal for that 18 year old to buy an 80% frame, and from what I understand, in certain circumstances, someone under 21 can own a pistol if it's left to them in a will (I think) or things of that nature. his

Wiht his parent's permission (unless he's legally emancipated), it would be legal.  He can't legally possess, much less build, a handgun without parental permission.

He lives on his own, so I guess he's emancipated. His parents wouldnt have any problem with it anyway. Would they have to write a letter or something if he stilled lived with them?
