According the WND, the British elite have determined that the unarmed sheep will be cordoned off in the event of a bio or other infectious attack.  That was the same tactic used to prevent the spread of mad cow disease.

Of course, cows could not fight back.

Now perhaps we know why the sheep have been disarmed?

FEMA has plans for "Cordon Sanitaire" quarantine of urban areas in event of NBC attack.  Only question is how fast it can be emplaced.
