If he paid the victims not to press charges, then no victims=no case. It seems kinda rotten, but that's the way it should work.

He was a nice enough guy. I don't have all the facts, but I think the girls he was fooling around with were underage, I don't think they were "kids".

From the linked article:

That's not the way it works....The state can file charges on the child's behalf.

So it's ok to molest young girls if their south american parents don't object?  How do you know the parents even knew about this?  Give me a fucking break.  

Vigilante justice would be perfectly ok here.  If this guy gets found face down in a ditch somewhere, that's fine with me.  Piece of shit.
