The chow hall is outstanding. They have a decent BK. The pizza place and Popeye's are ok.
The PX is the biggest I've been to in this neck of the woods. It has just about everything but booze.
I've heard the massage parlor is pretty good, but they are legit.
This part may be wrong as it's not my AO but, this is what I've been told. They don't seem to be getting hit too much but they are trying. I heard they are receiving indirect fire but not much if anything is hitting inside the wire. In fact it's been months since I've heard of a convoy getting hit up there. I'm checking on this and will get back to you.
Weather isn't too bad. It was about 100 in the summer. Dry and dusty.
Locals I can't say much about other then they seem like all the others I've met here. Friendly to your face but I don't trust them.
The lodging I can't say much about. We had a few guys spend a couple days up there so I'll ask and get back to you. It may be different as they were transient.

Pretty much what I remember, but the last time I was there was August '04. The BK was brand new and was in a trailer by the PX, and the Pizza shop had just opened. Popeye's hadn't gotten there yet.
Most of the living areas were wooden B-Huts, but there were still a few areas that were GP Medium tents with wooden floors and doors. Showers and bathrooms were in converted connexes. The gym was in a clamshell tent, and pretty small. I've heard that you can get internet access in your B-Huts now, but don't know if that's true or not.
I was up there for about five months, and we only got rocketed 7-8 times. Closest was about 300 meters from the Division HQ, most of the rest landed on the far side of the airfield.
I spent the rest of my year down in Kandahar, and the inside the wire perks were pretty good there. The gym was bigger and better, and at that time, the Kandahar PX was bigger and better stocked than Bagram. Chow in both places was pretty hard to complain about.
