So i picked up the first new handgun in many years. what i found interesting is that it did not come with fired cases or lock. I don't need them, but I thought these were standard now.  the gun is an import if that matters.

No. But most importers and mfgs have made it SOP because a few places required it.

The spent casing is to meet the requirement I believe of one of the states.

It is in maryland, otherwise you have to pay for the FFL to do it for you.

I keep them....you never know when I'll break my rule and decide to actually sell a gun. I don't want the 'liability issue' any more than the manufacturer does.

Actually, I do believe the fired case is for registraion in some jurisdictions.  I seem to recal some manufactures used to put a sticker on some gun boxes saying something like "fired case included for MD and MA," or something like that.

Some guns, usually higher end makes, already came with fired casings or even test targets long before there were state laws requiring it.

I think even now it's still up to the manufacturer.

Exactly, the big Ruger ones can be used like padlocks, cuz that's what they are, big padlocks with extra long hasps.

The Springfield XD ones can be used as bike locks, if you have more than one, you can connect em together.

NY state started requiring it years a go. All new guns sold had to have a fired case. The FFL had to send it in to be logged. I left NY state in 2003 at that time the cases had not been logged in took too much time.

Not true anymore.

NY state did have a ballistic identification database called COBIS...it was in place for 10 years, costed NY tens of millions to maintain and update...and never ONCE solved or helped solve a SINGLE gun crime.

It was repealed last year...newly purchased handguns no longer need to come with spent shell casings for the NY State Police.

Wrong. Federal law requires a lock when a handgun is sold. The manufacturer includes it for that reason.
