It looks like a kanooter valve. They make sure the wibbling pin is aligned with the wobbling hole IIRC.

Thanks,  I had a feeling it was a 'gun part',  came with a bunch of holsters (no fuking SERPAS in the bunch),  SR25 acc, HK416 acc,  and G19 accessories.  Owner could not remember what the part was for.
