I have a first and last name, phone number and city of someone I need a mailing address for. My intentions are to send a certified letter. Can a P.I. get the information I need?

www.zabasearch.com

or www.publicdata.com for a small fee

or try a google.com search with their name in quotes for a literal return, add the city if you know it outside the quotes

Google.com a known email address and see where it takes you.

Try local/county/state property tax record databases.
