There is no specific "kitchen table" rule regarding FFLs.

However, to get an FFL you must be in compliance with all local code and zoning restrictions as well as possess any required occupational licenses, etc. This is the obstacle ATF uses to deny the majority of applications for a FFL.

If you live in a unincorporated "gun friendly" or a very rural area there may be no code and zoning restrictions regarding a home based gun business or any requirements to have an occuaptional license. If that is the case you are home free.

But in most places local code and zoning requirements specifically disallow a home based firearm related business and won't issue firearm related occupational licenses. I know a few towns down here that won't even approve firearms businesses in the commercial district.

All you really have to do is go to the local courthouse and find out if your home is zoned commerical (or if you can get it approved for a home base firearm business if it isn't) and if your county required an occupational license to operate a firearms business. If not the best bet is to rent a office bay in the warehouse district. You simply don't need a showroom with the higher rents.

If you can pull this part off you are home free, just remember that you will be subject to a ATF inspection for compliance.

You only need to send 1 finger print card to ATF. The others are extras in case your state requires prints to be submitted to the local CLEO as well. In most cases only a copy of the application and pictures need to be submitted locally.

I don't remember the "chemical runoff and worksite saferty" forms but if they sent them just fill them out as they apply to you. Could be some new BS form.

I had to get approval from my local "department of community development", the Fire Department and Police Department. The former is requiring a significant amount of paperwork from me, memos, a meet with a captain, etc..... Once I have the city level license in my hands, my application will be sent off. The city license will show I am complying with all zoning ordinances, which is in my case a residential zoning that allows for "home occupations". I'm cautiously optimistic at this point... Just one thing.

Just because you have residential zoning that allows "home occupations" doesn't mean you are home free. They may allow Avon parties but specifically deny any and all home based firearm related businesses. You want to check that specifically before you lay out any cash.

It has been my experience that code and zoning is the big road block with occupational licensing a distant second.
