Maybe they couldn't nail to anything on the outside, so they were forced to nail them up on the inside?

we had a lot of people stealing plywood from homes of evacuees in Florida, this would prevent that at least ;p

One of the Aggies here at work claimed it was to avoid screwing up the outside of the building.  I told him concrete anchors are about a buck at home depot.

ETA:  The owner is Indian or Middle Eastern, I can't remember exactly where though.
