A man surrendered to police early Thursday morning after reports about 6:30 p.m. Wednesday that he pointed a rifle out his apartment window near Jeld-Wen field in Southwest Portland.
On Sept. 22, police were sent to the complex after callers reported a man with a rifle, wearing a ballistic vest and saying "we are under siege." The man was Griffin, Simpson said. Griffin went back into his apartment and spoke with police by telephone, who determined that he had calmed down and was going to bed, Simpson said.

So a guy with a C&R is now well armed?
