I found a posting about this ad on hkpro.com. I emailed the guy and this was his stupid response:

Anything over 10rd is hi cap,
this mag holds 12rd, it's a hi cap mag,
it has no restrictions to own,
like the LE mags (law enforcement only),

pre ban!!!,
