Crap. Just looked at IHS. Had a cancellation notice effective 2006.01.19 for MIL-C-44244 B.

MIL-C-44244B, dated 31 March 1992, is hereby canceled. Future acquisition for this product
may refer to PCR-C-035, Chili with Beans, Packaged in a Tray Pack Can, Shelf Stable.

This means that as of 2006.01.19, Military Chili has beans.

PCR-C-035 doesn't seem to exist. PCR-B-035 is Beef Roast w/ Vegetables. PCR-C-062 is Chili With Beans, but there's also PCR-C-027 Chili with Macaroni. The chili in PCR-C-027 does not contain beans.

Specs are here:

I actually liked the oatmeal cookie bars.....for a field cookie for frame of reference.

Hell if you're in the field long enough I enjoy the dehydrated pork pattie with dehydrated ketchup packet........dry.

ETA - Glad to see the .mil getting things right for a change.  Long live dark red kidney beans in chili.

A copy of this needs to find its way into that stack.

The milspec for fruit cake (cancelled in the 1980s IIRC, they stopped buying it) was awesome (if not disgusting, no booze was included).
It included quality assurance checks of deconstructing several cakes and counting the number of nuts and fruits per cubic inch.
