I have a stripped lower that I would like to register with the ATF as SBR and once approved build an SBR AR.  I am getting conflicting reports on the internet about what the requirements are and if you need the receiver to be engraved with necessary info.  Please help me understand or point me to the correct info.

If you are filing a Form 1, then you are asking to make a NFA item. As the maker, you must inscribe the resulting NFA item with certain information - name, city, and state.

You can either engrave the lower before you send off the F1, or after you receive it. Many (most?) of us engrave it beforehand, so that if the engraver screws something up, we aren't also out $200 + 6 months.

i built mine, had it engraved by a company and sent in the paperwork before putting it all together...got the stamp back, bought one more piece and assembled...

You fill out and send the Form 1.  All this is answered in the NFA/C3 section of this forum.  GD isnt the best place for technical info or solutions to math problems.

If you are the one making it, you fill out the F1. Making an NFA item via a F1 does not require any FFL.

You could have a 07/02 FFL/SOT make it for you, and transfer it back on a F4 instead if you don't want to be the one making it. (Then they would be the ones engraving it, too; it would transfer back to you on a F4 just like any other NFA item.)
