If you saw it on drudge, Facebook or maybe another forum we have already locked the thread on it on arfcom.

The news cycle, even on the fringe, moves faster than word of mouth. If you are reading a paper and happen upon an interesting article, you might be able to bring in a non-dupe thread.

I may be missing something here, but it appears the author failed to read page 190 of the document that she referenced.

I'm pretty sure I downloaded that document on Saturday and page 190 read a little different, the exemptions appear to have been added back in.
