In Dallas you are supposed to call 911 even for non-emergencies.

I visited the police station recently.  I wanted show them some footage of a sanitation truck backing over some of my property.

They told me to go back home and call the police to my house so that they could see the damage.  Just to be clear, I asked if I should call 911.  They said yes.

I still see stories on the news about people getting busted elsewhere for calling 911 for non-emergencies.

How common is it for 911 to be used for both emergencies and non-emergencies?

Local sheriffs office told me to use 911 and tell them non emergency to see if they could help me figure out which officer had pulled me over so I could file a complaint. Seemed a little weird but dispatcher found the traffic stop, wouldn't give me his name but said she'd have the officer call me, he never did Fuck that asshole.

You actually expected a cop, who you wanted to make a formal complaint against, to call you back?

I called the non emergency number the morning after some dickhead drove through my yard and ran over my mailbox.  I was told to call 911 so dispatch would send someone out.
