Guaranteed, they didn't sail with life jackets.
Standard procedure is to approach migrant vessels simultaneously from different sides to prevent them from capsizing on initial contact. The initial contact is to always pass out life jackets to everyone on the migrant boats. After everyone has put on a life jacket, then the removal process begins. Those life jackets are very cheap, anywhere from $6 to$35 on govt. contract. |
