I voted for Sipowicz, though I'd hardly called NYPD Blue a 2000s cop show, it was the best of the genre right up until The Wire. |

For me it has to be Lester from the Wire.
I remember watching the first couple episodes and thinking "who is this fucking guy?' I don't think he spoke til the 3rd episode, he would just sit at his desk playing with his furniture. Greatest show ever. |
