CASTAIC, Calif. (AP) -- A riot at a maximum-security jail Saturday left one inmate dead and more than 100 injured, including 20 hospitalized with serious injuries, authorities said.

About 1,800 to 2,000 inmates were involved in the riot that lasted nearly an hour at the remote North County Correctional Facility, said Deputy Steve Suzuki, a sheriff's spokesman. About 200 inmates engaged in "serious fighting," he said.

It appeared no weapons were used, but inmates tossed mattresses and banged heads against bunk beds, officials said. Smaller fights broke out for at least four hours after the main brawling ended.

A 45-year-old black inmate who was a registered sex offender was killed and the riot was race-related, Suzuki said. Black and Hispanic inmates at the facility were being segregated and a lockdown was ordered systemwide, Sheriff Lee Baca said.
 
"The motivation appears to be racial tensions and a carry-over of a feud between black and Hispanic gangs," Suzuki said.

Twenty-six inmates were treated at the jail for injuries, Suzuki said. The 20 inmates who were hospitalized did not have life threatening injuries.

No law enforcement personnel were injured, said Inspector Ron Haralson of the Los Angeles County Fire Department.

Paramedics were stationed outside the facility as they performed triage for their own safety and because of the pepper spray used to subdue the rioting.
 
Televised reports showed a long line of ambulances outside the facility. Firefighters laid out colored plastic sheets to treat the injured.

The North County Correctional Facility, about 40 miles northwest of downtown Los Angeles, is a maximum-security complex composed of five jails that together house about 4,000 inmates.

It is illegal to segregate prisoners based on race or ethnicity, but legal advisers said it can be done in emergency situations, said Sam Jones, chief custody officer of the county jail system.

Hell I remember when Wayside was the "Honor Rancho" and had no fences.

And yeah the tensions between the black gangs and hispanic gangs re pretty damn intense.  Getting pretty heavy outside in some areas too.  Watts which was historically one of the "Black" areas in South Central is almost all hispanic now.  And the immigrants (legal and illegal) have significantly undercut the black community out of some job fields that were kind of historically black in SoCal.

This is going to sound racists, but it's not. Trying to keep the guards safe.

People will naturally segregate themselves and associate with people like themselves. Look at their behavior outside prison. They live in areas were people like themselves live. No suprise. But when we put them in prison we expect them to suddenly put aside years of hatred and anger and play nice. It ain't going to happen. The safest thing we could to for them and the unfortunate guards is to have segregated prisons. While that would serve the inmates best interest it would create a firestorm of protest outside in the general public. While the rest of the public ignores the double standard of creating new 'all one group' dorms, clubs, tv networks, and other social clubs we (society as a whole) tend to think we know whats best for everyone else. We've been trained that diversity is our strength and samenes is bad, but there are places that other concerns overrule that.

My biggest concern with segreagated prisons is that since it is supposed to rehabilitate (yeah right, ) prisoners into mainstream society, we rob them of a chance to experience other cultures and grow outside of their own past and get over their bigotry and hatred. But I don't see that happeneing. I see prisoners continueing their same patterns they pursued outside prison and actually strengthening their hatreds and biases since they are dealing with the porrests examples of eath other groups.


A sex offender was killed. We usually wink, wink, nudge, nudge each other when a sex offender goes to prison knowing they will be treated harshly, maybe killed. This guy got what we hoped. Justice that our Justice system couldn't provide. He didn't get kileld for being a black man, he was killed for being a sex offender.

Don't start with the argument that maybe he wasn't a hard core sex offender and maybe he acidentally showed his pee pee to a kid who walked in on him while taking a leak and therefore didn't deserve this.

The guy got what he deserved. The other inmates got pissed off that someone other than someone who looked like them had the balls to do it and used it as an excuse to let out their rage and frustration and get a little payback for crap not related to this.

It is illegal to segregate inmates by race in California jails but most jails do it anyway becuase its safest for the inmates and staff both.

They will even subclass the major ethnic groups.  For example You cant put Latinos who were born in the US with latinos of mexican decent.  The US latinos look down on the border jumpers and try to scam them. The border jumpers tend to organize faster and work as a team better though. Makes for some great fights.

You try to keep the white first time/minor offenders away from the racist whites/career crooks.

Obviously you segregate by gang affiliation too.

Organized crime is very real in the jails and actually lessons violence. Each race will pick a shot caller/heavy who is usually someone with the best connections on the outside rather than the strongest/meanest guy. Lessor crooks pay taxes to this shot caller. The shot callers act as mediators. say a white inmates changes the TV channel during the blacks favorite show.  One way to handle it is the blacks jump the white, then the whites defend their own and you have a full blown riot.  But with good shot callers inside the blacks will plead their case to their shot caller, who tells the white shot caller of the "crime." The two shot callers mediate a settlement which can be anything from the whites owe the blacks some drugs, or the white who changed the channel has to have his family deposit some money on a blacks books, or the whites will tax the guy who changed the channel.  So worst case is the white guy gets his ass beat by his own people for breaking the tank rules, which is better than a full blown riot.

As county jail administrators have struggled with a staffing shortage and funding crisis, violence among prisoners has nearly doubled in the past three years at the North County Correctional Facility, the site of a weekend riot that left one inmate dead and dozens injured.

Inmate-on-inmate assaults at the Castaic facility rose from 351 in 2003 to 614 last year. Most of the incidents were racially motivated, including Saturday's riot by more than 2,000 black and Latino inmates, sheriff's officials said.

Violence broke out again late Sunday, this time at the Pitchess Detention Center North, a jail adjacent to the North County facility where prisoners rioted on Saturday.

A sheriff's spokeswoman, Deputy Alba Yates, said 10 inmates were injured in the violence that broke out just before 10:30 p.m. at Pitchess.

Yates said the incident involved approximately 170 Latino and 35 black inmates who "divided on racial lines and fought." The melee was broken up by deputies using pellet weapons called "sting ball grenades."

She said inmates at the 1,500-inmate Pitchess facility had not been on lockdown status.

On Sunday, investigators sought to learn why inmate Wayne Tiznor, a convicted sex offender who was beaten to death in the earlier riot, was housed among violent gang members in the North County facility. Tiznor had been arrested and accused of failing to register with local police as a sex offender, which he was required to do because of a prior conviction.

Sheriff Lee Baca put much of the 21,000-inmate county jail system on lockdown Sunday, creating an unusual sense of emptiness and calm outside the Twin Towers jail in downtown Los Angeles.

"We are on full lockdown!!!" read a sign posted on the door of the jail. "There will be no visiting today Feb. 5 and tomorrow Feb. 6."

The riots bring to the fore the question of inadequate staffing at the jails.

"It may reflect that the Sheriff's Department simply does not have the personnel to adequately staff the jails," said Merrick Bobb, a Los Angeles lawyer hired by the Board of Supervisors to monitor the Sheriff's Department.

"Too few deputies are being called upon to do too much," said Bobb, who called the system's ratio of deputies to prisoners "impossibly high."

On a typical Saturday night, 77 deputies are scheduled to watch the 4,000 prisoners at the North County facility in Castaic, sheriff's Sgt. Michael Waldman said this weekend. That ratio of about 50 inmates for every deputy is the highest in the country, Baca said.

As a result of Saturday's melee, which took four hours to quell, the Sheriff's Department on Sunday segregated black and Latino inmates at the facility in Castaic. Most inmates spent Sunday afternoon watching the Super Bowl on jail cell televisions.

It took deputies nearly 18 hours to segregate inmates at the North County facility, said Waldman, a watch commander at the prison. Blacks were housed on one floor of the jail while Latinos were housed on the other, Waldman said.

Baca is considering expanding the segregation of black and Latino inmates to other jail facilities because of the long history of violence between the ethnic groups, which he said takes place both on the streets and in county jail facilities.

Last year, the U.S. Supreme Court said prison officials cannot segregate inmates by race except under extraordinary circumstances in which segregation is the only way to maintain inmate safety. Baca said he believes the county is justified in separating the two groups because of their history of violence.

Sheriff's officials said some of the injuries were caused when inmates hurled metal beds from one level to another. Six inmates injured in Saturday's violence remained hospitalized Sunday afternoon, guarded by sheriff's deputies. Their conditions ranged from critical to stable.

Baca said the increasing violence at the North County facility is attributable to his decision a few years ago to close jails and concentrate inmates in the remaining jail facilities — a move he said was caused by more than $150 million in budget cuts. Also as a result of the cuts, most nonviolent criminals are released early, serving about 10% of their sentences and leaving a more violent population in the jails.

Those inmates who remain in jail are part of the highest inmate-to-guard ratio of any major county jail system in the United States, Baca said. In some instances, inmates outnumber deputies 100 to 1, the sheriff said.

New York City, for example, has a local jail population of about 15,000 and a staff of 12,000 to watch them. Los Angeles County has more than 20,000 inmates and a staff of 5,000, Baca said.

Baca said an ideal staffing level would be one deputy for every six inmates, but the department lacks the resources.

"The more you crowd a facility, the more difficult it is to prevent violence," Baca said.

The sheriff said that Saturday's attack was so well-planned and coordinated that it would have been difficult to prevent. Latino inmates waited until after visiting hours, when many inmates were out of their cells, to launch their attack, Baca said. The inmates apparently planned the attack as retaliation for an assault by black inmates on a Latino inmate at the downtown Men's Central Jail, the sheriff said.

"What's remarkable is that we don't have more of this," Baca said. "This was definitely a planned attack that met its objective."

Hundreds of law enforcement officers from throughout Southern California were brought to the jail to try to restore order. Deputies dragged some inmates to safety and used tear gas and pepper bombs to try to stop the violence. A core group of about 200 led the attack, but the melee involved more than 2,000 inmates.

Baca said that budget cuts forced him to stop hiring new deputies for about two years, creating a shortage of more than 1,000 deputies. Despite a recruitment effort and media campaign, the department has been unable to reduce that number, instead struggling to keep above near-record attrition. Nearly 500 deputies left the department in 2005, many of them unhappy with long assignments in the jails and the high cost of housing in Los Angeles County.

Baca said he will not pull deputies off the streets and send them to the jails to quell the violence because that would mean fewer officers out protecting the general public.

"You do that and you've cut both sides of your neck," he said.

In a report to the Board of Supervisors last year, Bobb suggested that the department start hiring a second tier of deputies, those who agree to work only in the jails. He said a program like that has been well-received in San Diego and leads to a staff and management who are experienced dealing with inmates.

Another issue that could surface in Saturday's violence is whether victim Tiznor should have been in the facility in the first place. Many sex offenders are housed separately because they are among the most vulnerable inmates.

"We're looking into that," Baca said. "Why was he in there, co-mingled with gang members?" If Tiznor was inappropriately housed, it would mark the second time in three months that an inmate has been killed in the jails after he was placed with more dangerous inmates. Tiznor was the ninth inmate killed by other inmates in the county jails in the past 2 1/2 years.

In November, 35-year-old Chadwick Shane Cochran was slain in the downtown Men's Central Jail by two gang members who beat and stomped on his head for 10 to 15 minutes while he and the other prisoners were locked in a room with no deputy watching them.

The inmates attacked Cochran, who was mentally ill, because they incorrectly believed he was a police informant, authorities said.

After the Cochran slaying, county supervisors asked the department to do more to make sure gang members were not able to mingle with more vulnerable inmates.

Supervisor Mike Antonovich said Sunday he was distressed to learn that a classification issue may have contributed to another inmate's death.

"The sheriff must recognize the failure of mixing gang member inmates with non-gang and rival gang inmates," Antonovich said.

The Sheriff's Department struggled for a sixth day Thursday to halt violence in the County Jail system, as 200 Latino and black inmates clashed just after officials had guided the media through the Pitchess Detention Center on a tour.

Sheriff Lee Baca said officials were studying videotape of the riots in an attempt to identify the ringleaders and move them into single cells, presumably making it harder for them to instigate fights.
 
Baca again said that the melees, which left dozens of inmates injured and one dead, were started by Latino gang members as apparent revenge for feuds that began on the streets of Los Angeles.

"It will continue until the Latinos have had enough," Baca said.

Jail officials have said that Latino inmates far outnumber black inmates, and that has emboldened some Latino gang members to act.

Meanwhile, a group of predominantly black activists, including representatives from the National Assn. for the Advancement of Colored People , held news conferences in South Los Angeles to condemn the violence.

Activist Earl Ofari Hutchinson of the Los Angeles Urban Policy Roundtable called upon political leaders, particularly Latino elected officials, to speak out against the jail attacks.

"We have got to stop the code of violence," he said. "The silence by every major Latino leader in the city is troubling."

Sheriff's officials acknowledged that they have been overwhelmed by a week's worth of violence that has left at least 28 hospitalized and nearly 90 injured. The worst of the attacks occurred Saturday at Pitchess' North County Correctional Facility. Killed in that attack was a black inmate, Wayne Tiznor, 45, a convicted rapist in jail on a parole violation for failing to register as a sex offender.

Investigators said they traced Saturday's riot to Mexican Mafia prison gang leaders, who they said "greenlighted" Latino jail inmates to attack blacks.

Since then, violence has continued at Pitchess in Castaic as well as at the Men's Central Jail in downtown Los Angeles.

Thursday's disturbance began shortly before 1 p.m. in two dormitories, each holding about 100 inmates in a large open room with bunk beds. The fighting, which resulted in no major injuries, was quelled when deputies fired gas into the areas.

"We are going to [review] extensive video monitoring of inmates to identify the instigators," Baca said. "Those who initiated this are going to be identified. They are going to be isolated. They are going to lose all their privileges, and they are going to be charged with additional crimes."

There are some indications that the level of violence might be declining, Baca said.

"In the latest disturbances, there was a lot of symbolic fighting," he said. "Latino inmates were following the racial code of the jails that requires them to fight, but not really inflicting injuries. It's clear many are reluctant to be involved."

The violence came after about 70 clergy members — most of them African American — toured the North County Correctional Facility, along with about two dozen media members.

The clergy said they wanted to check the condition of the prisoners and offer solace in difficult times.

"Black inmates are begging us for help. They want to stay segregated and be protected," said Najee Ali, of Project Islamic Hope, who was among those let inside. "They aren't trying to start any trouble."

The tense atmosphere was inescapable. Before the group entered, Sammy Jones, chief of the sheriff's Custody Division, repeatedly admonished the ministers not to relay rumors or inflame passions. "I need people who are going to improve the situation, not add to it," he said.

The group, whose ranks included several Nation of Islam members, including Tony Muhammad, talked with prisoners through the bars of the large dormitories where they were housed. To ease racial tensions, black prisoners had been separated from Latinos.

Inmates of both races complained that they had not been allowed to shower, phone home or put on clean clothes since the fighting began Saturday.
