180 grain hydras for $15 per 20 rounds

or

165 grain hydras on sale for $15 for 50 rounds?

Does that 15 grains make a big difference?

Sale price vs. non-sale.

I'd go with the heavier 180s, they tend to perform better through clothing.

.40 s&w I'm assuming?

180 Ranger SXTs are my choice.  but if you're hung up on hydras then definitely get the 180, or at that price you could get the 165 and just practice double taps more

Unless you are extremely recoil sensitive DO NOT use the 165 gr Fed Hydroshok round.. It is a reduced recoil round that is approx 150 fps slower than other 165 gr loads... Federal doesn't tell you this on the box but my department issued that round for some time before we switched to the Fed Tactical 165gr... which is also a light loaded round (they didn't ask anyone that new more about ammo performance than if the thought the box looked cool) We switched to the Fed Tac 155gr load about a year ago and it is a hot load.. should work good.

If you have the option go with the 165 gr Remington Golden Saber ( I used this round during a police action shooting and it worked perfectly)

or go with the 155 or 165gr Speer Gold Dot... These are all full power loads and have good street records for one shot stops...  another option is always Corbobn 155 or 165

As a side note I don't care for the 180gr from any manufacturer 155/165 full power is the way to go.....

165gr Gold Dots (Speer) out of both my Glock 22 and my SIG P229.
Although I like HydraShoks, too.
