Your flyers will go in the trash, mostly unread.
Also, find a few good speakers and arrange for them to meet local groups for a talk. They have to be good. These will be small groups and they won't be able to control the questions they get from the group. Arrange a few meetings with small groups like the Chamber of Commerce, the VFW, the Elks, etc. You said money is not an object, so you cover the expenses for the speaker and you'll get some good, motivated people.
