Do these have the magwell hollowed out when you buy them? If not, and you use it to build a lower without a magwell (i.e. single shot) is it still legal?

The answer, though, is that AFAIK the 80% lowers already have the magwells cut out.  Those are the main thing that cannot be easily done in a home shop.

You could always fill up the magwell, or trim it down, or pinch it shut, if you want to make a single-shot.
