Also, the black cop had a PX4, and the only part of that scene that bugged me is the bullets were hitting by the black cop when the dude with the USP shot, but he was aiming at the ground almost

I am taking into account they had about 1/50th the budget that Heat did.
The final shootout in The Way of the Gun was similar in being hamstrung by the budget and has the same shortcomings this does.. But even compared to Heat I like them as much for different reasons.

The patrol cars, at least, were penetrated.  Probably too dramatically, actually.  I recall the crew's 5.56 fire punching some pretty big "flower petal" exit holes through the far side.
