If they are loose packed (i.e. "vintage"), they wouldn't pass the HAZMAT rules for UPS, even as ORM-D.
Only seperated packaging, approved by the .gov, is allowed for ammo shipping, which defines the ORM-D ("Other Regulated Material - Class D -"Dangerous")
Need more info to decide IF the product is "shippable", let alone "how".
-- ETA: "Dangerous" isn't in the specs, it is "Class D" of ORM, but saying "Dangerous" helps to remember the letter when filling out the forms. There really isn't a common use of ORM A, B or C...
