First I'd like to point out that I don't have any authority here, just providing my understanding as a member of the herd.
The site/staff had made clear that they hold the seller responsible for lost/damaged items, think of this as a term & condition. When someone sends you money for a purchase here, they are doing so believing you are abiding by all terms & conditions the site has laid out, therefore the buyers are always "paying for insurance". It's up to you as the seller whether you self insure or purchase insurance policy through the shipper, but you're on the hook regardless.
Regarding who the "headache" of an insurance claim will be on, it's always going to fall on the seller/shipper, as they are the one who has entered into an agreement with the shipping company.
Regarding the timing question, it's my understanding that the buyer is due an immediate refund, and the seller is then made whole after they work through the insurance process (or left with the loss if they chose to self-insure).
