I was told you can ship a long gun or shotgun via USPS, to an FFL out of state. Does it need to be declared as a firearm to the USPS? It doesn't need to go overnight like a handgun, correct? It's a complete lower with a stock installed, if that matters.

If the lower is complete it shouldn't be a problem. When I ship gun's through them I just tell them it's a rifle, and that's all.

Long guns ( and an AR lower is a long gun ) do not have to be declared at USPS but they do need to be sent to an FFL
