a lot of times, they don't "sneak" their way back out. sometimes, they are just past their expiration date. even though they may have no damage, and little to no wear, if they're not being used, they may get recycled. happens all the time with LE vests. but, a good deal of these are just snuck out of iraq, i'd imagine. the plates, however, are harder to get, because they are serial numbered, and kept track of, sort of on the same level of importance as rifles. but, who the hell would want a used ceramic plate anyways? you can't tell if it's been dropped and ruined or if it's just been sitting in the rear on a shelf.
