Before you go around thinking you can save lives just from purchasing a medical kit I strongly recommended that you take a trauma medicine course such as the SIG Sauer Academy Bullets & Bandages class. (Which is on my training wish list - Will) The human body is resilient but still pretty easy to permanently damage.
Buy a medical kit and take some training courses, much like shooting, train before you need it so you don't kill someone you don't mean to.
The NPA can potential scramble brains if they have severe fractures to their face, the decompression needle could penetrate their heart or other organs instead of just their chest cavity*. In short - Do not exceed the scope of your training.
