My understanding of date stamps on magazines is:Pre-Sept 1994
- Not required on magazines.Sept 1994 - Sept 2004
- Required on magazines with capacity greater than 10 rounds (in addition to the "Restricted to Law Enforcement / Military / Gov't Agency" type engraving)Post-Sept 2004
- No longer required on magazines with capacity greater than 10 rounds, but most manufacturers are doing it.
Date stamps (for the most part) help distinguish a "preban" magazine from a "postban/noban" magazine.
I've never known the military to require date stamps on magazines in order for them to be "mil-spec" but I may be wrong.
