1) Yes. Individuals can sell steel core ammo (Check your state laws to see if you can purchase though).
2) This SKS is not 'modified'. This SKS version comes from the factory the way you see it. It was legally imported in this configuration. Nothing needs to be converted to 'US made' (Unless you are in Kalifornia).
SKS "M" and "D" were Chinese factory made guns...YES THEIR LEGAL. They take the AK mag therefore demand a higher price. They came in Paratrooper configuration and regular 20 inch barrel.
