New to suppressors [pretty new to firearms]. I'd like to get an understanding of the logistics and acquiring and owning a suppressor. Hopefully this will help others, like me, trying to get their arms around all the intricacies. Assuming a state allows ownership [I live in MO, which does]

Q: Can I buy and ship a suppressor to a Class 3 dealer before I'm approved by the ATF?

Q: Is this registration what is called 'Form 3'?

Q: When buying from a manufacturer, the purchase is recorded on a 'Form 4'?

From reading, Form 1 seems to be used/filed if someone builds their own?

Q: If so, does the $200 transfer tax need to be paid?

Q: Does the suppressor have to be engraved?

Q: Is there any involvement w/ a Class 3 dealer or is it just the builder dealing directly with the ATF?

Q: If you build your own, do you build it and get approval or do you get approval and then build it?

Yes

No dealer, just you the builder

The procedure, as far as I know:
1. Decide you want to build a can
2. Decide the overall length, caliber, what you're going to call it, and make up a serial number
3. Put all that stuff on the form 1, send it with your money
4. While you're waiting with nothing else to do, design the rest of the can. Diameter, what baffles, how many baffles, what thread...etc. CAD, hand drawings, whatever. You don't need to send drawings to the ATF, but having drawings is handy for making things.
5. Get form 1 back.
5a. Procrastinated on step 4? Do it now instead.
6. Make the tube, verify that you didn't mess it up, engrave it:
Your name
Your town and State
The model name you made up
The serial number you made up

6a: you can go a little under on the length if you mess it up, but don't go over
7. Make the rest of the parts
8. Assemble
9. Shoot
