Is it any thing 20 or under is legal, or is it nothing over ten?

Nothing over 15 is legal. Temporary blocking to 15 is also legal.

There seems to be some debate recently if that will change. The NJSP want to enforce their Administrative Code where only permanently blocked mags will be legal.

It seems that the NJ State Chief's Assoc. has made comment on this and some feel that the SP Admin. Code is not fair to enforce on the general public and, without proper prior notification.
