Is there a point where the any more than a certain length is just a waste and any less is no more useful than a handgun?

Check this out http://www.ballisticsbytheinch.com/9luger.html

I would say around 8” or so, much past that is negligible

I'd say around 5"
No data

Up to 8" nodata as well but 16" on a pistol cal looks like crap , bulky as hell and isnt worth the extra 75fps. Might aswell shoot a rifle cal.

Ewwww

Sure theres some thinking yeah but with a longer handguard ..nope not really

Looks fine to me, is a blast, and also shoots a rifle caliber. ;)
Realistically, you don't get a whole lot of benefit beyond 9-10" but...

I’d say 7”-8” as well.

8” looks good to me. That will give you a nice short package and nearly everything you can get from a 9mm

Best length debates go on and on. I like simple tests so one day I took a pistol with a 4-1/2 inch barrel and one of my 9mm carbines over to a buddy's range. He had an old thick tank water heater. Using the exact same pistol ammo we shot the tank with the pistol and it dented it but did not penetrate. Then loaded the exact same ammo in my Beretta CX4 with a 16" barrel. It blew right through the side of the tank and made a serious dent in the other side as it tried to exit.

I rest my case.....But, YMMV

I went with an 8" on my sbr because I wanted to use a certain hand guard.

To me there is no reason to go longer on a 9mm if a pistol or sbr.

Next I want to go as short as possible.

If you shoot subsonics suppressed a 4.5" barrel gets close to the 1050fps upper limit and is nice and compact with the added length of the suppressor.  Otherwise the velocity gain starts to flatten out at 8-10" which is still handy and light.

10-12" is about optimal for most uses in my opinion.

16" is nice for the reduced blast and noise, plus if you handload you can get some nice velocity out of slower powders than the factory loads use. You can load 9x19 to velocities that would surprise you.

Is it worth cutting my scorpion down to the Micro kit for the loss of 100-150fps?

How long is the micro barrel? It may not even be a 100fps loss

Of course
Silly concern imho
Maneuverability with a can is higher on my list vs velocity but obviously ymmv

This.

PCC's tend to serve 2 purposes IMHO.......

1.  Better suppression/smaller size advantage for a fighting gun.

2.  Cheaper to shoot at the range, per shot.

Either way, I'd want the 5.3" barrel.
