I have a USGI synthetic stock that someone has put some ugly cheap black "crinkle" finish on.  What would be the best ay to remove this without damaging the stock?

I use Citrus Strip on a good hot day. The older Black krinkle Finish SA was using would bubble up and peel off nice and easy in about 15-20 minutes. The current Krinkle Paint is a lot more resilent and requires a lot more work to get it off.

I would only go do to the USGI Original Brown paint as that seems to be a good solid base to start with for a refinish.
