I need to get my SBR lower engraved. But since I sent off the form I've had a perm change of address.

Do I use the address on my trust or current address when engraving? I only plan on using city and state but the city part has changed.

if it was me, to make it less confusing to LE types, if on the very  remote chance I do  get checked, I would engrave the city that is on the  form 1.

Why would you not just advise that he do the right thing, which is to follow 479.102?

I assume he's recommending that the SBR be made in the same location as the address on the Form 1, on the off chance that he is detained by the police and compelled to produce tax forms he's not required to have on him, and that having the engraving and tax document match will be deciding factor in whether he is detained further.

GeorgiaBII follow what 479.102 states. because we all know that every single federal, local and state LE agency knows exactly where you made your SBR to within a 10 digit grid coordinate

Want to see ATFs head spin? Ask them what to engrave if you cross state lines to get "help" making your Form 1 item, which is allowable per the NFA handbook. I've heard a couple of reports of people being told to just put the city/state where you registered the thing on the Form 1 rather than the city in a different state where you made it. Wait, ATF contradict law? NEVER!!!

You engrave the location that it first met the definition of an SBR. That would be where you put a stock on with barrel <16" or where you put a <16" upper on a lower with a stock on it.

If that's your current city, then that's what you engrave. If you do that at the shooting range one town over, then that's the location you engrave. If you file a 5320.20 and bring it up to SC and do it here, then you'll engrave some place in SC.

ARFCOM do both

Engrave the city in the form, then when approved, return to that city and make it there.
