So I think I found out what the larger of the two holes on a mounting plate is used for. My question: is the plate held in place by the lock ring on a reloading die or is it held in place by the top flange of the threaded insert?

That's right, but I don't recommend mounting the measure this way.  Every handle pull changes the way the powder has settled in the measure, and you'll end up chasing charge weights.

I made a support stand for my Uniflow a long time ago.
