Is this line open to civilian purchase from a dealer or restricted to le only?

It is available to civilians. It is kinda of hard to get one right now because of high demand.  Should have brought one when they available here.

As others have said, there are no restrictions on civilian purchase.  I picked one up last month for $709 from my local dealer.  

If you can't find one, others have suggested picking up the 700 VS.  Practically the same thing but a different shaped stock.  There is some debate as to whether the 700P barrels go through the custom shop or not.  Either way the VS will probably do 98% as well as the 700P.
