When adding a folding stock (like a ACE Folder) to a rifle OAL measured with the stock folded or extended? A 26" OAL rifle is pretty hard to come up with if it is when folded.

Measurement is when FOLDED.

OAL is measured with the stock EXTENDED.

Federal (ATF) rules are to measure with the stock EXTENDED I believe. However, state rules may vary - California classifies ANY rifle shorter than 30" to be an "assault weapon", and knowing CA they probably measure with the stock folded.

It is measured with the stock extended.

IIRC Michigan and Maine measure folded. can't remember which, but one considers it an SBRand one has to be registered as a pistol. ATF & E is extended. Most states follow the the feds, but not all. like mentioned above know your local laws.
