Since civilians or class III dealers can't have an FN M249, what are options for belt fed .223's? Semi, or full auto.

None.

THere have been SEVERAL companies that post various stages of development, Aries Shrike to that other guy, but none have come to fruition.

What the hell are you talking about?  NFA dealers CAN get M249's - I think there's even one or two transferables floating around out there.  As far as other 5.56 beltfeds, theres several available if you're a dealer and can get the LE love letter - the CETME Ameli, the Stoner 63/63A, HK23, HK's new MG43, the Israeli Negev, the Ultimax 100, the Daewoo K3, and although he never produced them in any quantity, there's also Ciener's beltfed AR15/M16 upper.  Most of those are available as dealer sample only, but I think there's a transferable 249, and there are definitely transferable Stoners.  The HK 23 is quite rare, but I think there's even a couple of them also.  Ciener's unit is also quite rare, but can be found if you have the cash.

FN manufacturing told me that the M249 was available to military only, not class III dealers. I know there ar MINIMI's out there, but they cost an arm & a leg. I know the H&K stuff is available to class III's (and good).

M249 is simply the military designation for the MINIMI. There is absolutely NO difference in them.

$3900 for a belt fed upper for an AR, I could just spend that money towards an M240 Gulf or an M60 that I've seen advertised in S.A.R.

The M240G is basicly an updated and upgraded Mag58.  One hell of a weapon, but if there are any transferables out there there's only one or two and $100k probably wouldn't get you one.  Transferable M60's as you say are in the $15-25k range for a transferable, depending upon manufacturer and condition.

Frpcmanager -  The Mag58's and M60's you see in SAR at around the $4k range are post-sample guns. Even as a C3 dealer you'll need to get a letter from a law enforcement agency specifically requesting a demonstration of each post-sample weapon.

If you have contact with LE officers that are in charge of training and weapon selection, a letter shouldn't be hard.
