Is it possible to install a NM hooded rear aperture sight into a standard sight base or is a NM sight base required?

Technically, you can, but you won't be able to bottom out the rear sight as the hood will contact the base.

You can modify the base and cut a relief for the hood.

A NM sight base is not required all the time. It may not go down far enough before bottoming out the hood on the sight base groove. If you are shooting 6 o clock hold in service rifle, your odds of it working go up considerably. A better option if you want a smaller aperture without changing the base is use a non-hooded NM sight aperture.

That was the first type NM aperture used from 1959 to 1961 or so. They are generally on eBay.

I believe SAI also makes some sort of "NM" non-hooded aperture, no idea what makes it "NM" as I don't believe it is marked to indicate the hole diameter like a GI NM aperture is.

Interesting, I did not know that there was such a thing as a non hooded NM match sight.
Other than cost and the fact that I would not have to modify my original sight base is the hooded
NM sight better than non-hooded?

The hooded sight will of course help reduce any glare on the rear sight, but the hooded sight also gives you 1/2 MOA elevation adjustments.

The hood on the hooded sights rotate.  They have a small cutout in them as an index point, and rotating the sight so the cutout is either in the 12 O'clock or 6 O'clock position will either raise or lower your elevation 1/2 MOA.

The non-hooded sight you will of course have only the standard 1 MOA elevation adjustment via the sights elevation knob.

So can I use a standard elevation knob with a NM/2A sight base, hooded sight and NM windage knob?
