I've seen older Mini-14s with a different front sight set back towards the forend of the stock, and was curious why this is so... Is it an aftermarket sight, or from the factory? Can the sights be purchased seperately?
Also, In one of the gun rags I have, there was a old add for a Mini with a wooden handguard on it, are these handguards still available somewhere?

the ones with set back sights are usually pre-bans, and they set the front sight back to double as the bayonet lug.

The original 180 series Mini 14's were built that way. The later series went with the polymer handguard.

Ruger used the wooden handguard past the 180 series.

Not much further though. A friend has post 180 series rifle with the wooden handguard.

What you saw was a Ruger GB. Its like the police model. The 181 series that started in 1981 used plastic HGs. They are not interchangable with 180 series. The parts you want are not available. You can get a cool Choate Flash hider.
